Tesha S. Winslow

Banking officer

Tesha Spann Winslow serves as a banking officer at a prominent southeastern regional bank, leveraging a rich background in financial services that spans over two decades. Commencing her career on Wall Street in New York City, she later transitioned to Atlanta, Georgia. In her current capacity, she is responsible for underwriting and overseeing substantial corporate loans, managing a loan exposure exceeding $2 billion. In 2002, she attained her M.B.A. in Finance from Columbia Business School in New York, NY, as a recipient of the Citigroup Fellowship. Prior to her tenure at Columbia Business School, Tesha refined her credit skill set as a Financial and Risk Analyst at The Federal Reserve Bank of New York.

Tesha garnered her B.A. in Political Science alongside a Teaching Certificate from Yale University in New Haven, CT, in 1996. During her time at Yale, she assumed leadership as co-head of a city-wide youth mentorship group and joined the esteemed international service organization, Alpha Kappa Alpha Sorority, Inc. Throughout her career, Tesha has demonstrated a steadfast commitment to numerous boards dedicated to fostering youth leadership.

Originating from the South Bronx of New York, Tesha is one of four siblings born to Howard and Adreia Spann, who were married for 42 years until Howard's passing in 2013. Currently a resident of Atlanta, GA, Tesha takes pride in nurturing her two remarkable teenagers. Her personal interests encompass mentoring, sports, and quality time with friends and family. During her leisure, she dedicates herself to principled leadership, guided by faith, hope, and unwavering execution.

Austin Garrett

Hamilton County Sheriff

On Thursday, September 1, 2022, Sheriff Austin Garrett was inaugurated as the 60th Sheriff of the Hamilton County Sheriff’s Office. Preceding his election to the position of Sheriff, he was appointed Chief Deputy by his predecessor, Hamilton County Sheriff Jim Hammond, in February 2019. In his capacity as Sheriff, he is responsible for overseeing the administration and operations of the 4th largest Sheriff’s Office in Tennessee. This entails managing 540 employees and a budget amounting to $65 million.

Sheriff Garrett holds a Bachelor of Science degree in criminal justice from Bethel University and is an alumnus of the FBI National Academy Session 273, as well as the Southeastern Command and Leadership Academy Session 11. Additionally, he has contributed as an advisory committee member to the University of Southern Mississippi’s National Center for Spectator Sports Safety and Security (NCS4). Furthermore, Sheriff Garrett serves as a board member for the Forgotten Child Fund, an organization dedicated to providing Christmas gifts to over 10,000 local children annually. He is also affiliated with YCAP, Crime Stoppers, and the Hamilton County 911 Board, and contributes to the legislative committee for the Tennessee Sheriff’s Association.

Brian Bush

General Counsel

Commissioned by Sheriff Austin Garrett in 2022, Brian Bush assumes the role of the second General Counsel for the HCSO, marking a significant milestone in the agency’s more than 200-year history. A proud Hamilton County native, General Counsel Bush attained his law degree from the University of Tennessee College of Law and a bachelor’s degree in Political Science from Maryville College in Maryville, TN.

Preceding his tenure as General Counsel at the Hamilton County Sheriff’s Office, Bush held the position of Assistant District Attorney at the Hamilton County District Attorney General’s Office, focusing on the prosecution of violent crimes and felonies. Subsequently, he delved into civil litigation, practicing as an attorney at Spears, Moore, Rebman, & Williams, P.C.

Additionally, General Counsel Bush serves as a commissioned intelligence officer in the U.S. Navy Reserve and actively contributes to various community boards, demonstrating unwavering dedication to the Hamilton County Sheriff’s Office.

Keith H. Grant

ATTORNEY

Keith H. Grant was raised in Sequatchie County, Tennessee, and completed his secondary education at Sequatchie County High School in 1993. He was admitted to the Honors Program at East Tennessee State University and graduated with a B.A. in 1998, majoring in both History and Philosophy. Subsequently, he pursued his law degree at Louisiana State University and obtained his licensure to practice law in the State of Louisiana in 2001. Until December 2003, Keith served as a legal practitioner in both State and Federal Courts, focusing primarily on matters of labor and employment law.

In 2004, Keith returned to Dunlap, Tennessee, establishing and maintaining a general practice until his association with Robinson, Smith and Wells in 2010, eventually becoming a partner in 2014. Licensed to practice law in Tennessee, Keith is admitted to practice in state and federal courts, including the 6th Circuit Court of Appeals and the United States Supreme Court. His litigation practice is centered on healthcare liability defense and municipality defense, advocating for healthcare professionals, municipalities, and municipal employees. Additionally, he represents defendants in general personal injury litigation and criminal matters.
